Adani Issues RfS for 350 MW Hybrid Wind-Solar Projects

Adani Electricity Mumbai Ltd has issued an RfS for setting up of 350 MW wind-solar hybrid power projects with greenshoe option for additional 350 MW capacity

Adani Electricity Mumbai Limited (AEML), a wholly-owned subsidiary of Adani Transmission Ltd, has issued a Request for Selection (RfS) for selection of developers for setting up of 350 MW grid-connected wind-solar hybrid power projects with greenshoe option for an additional 350 MW capacity.

The scope of work for the selected bidders will include the design, engineering, construction, testing, and commissioning of the hybrid projects. Along with land, connectivity and long term open access which shall also be in the scope of the developer.

The last date for bid submission is August 9, 2019, and the bids will be opened on the same date. A pre-bid meeting has been scheduled for July 29, 2019, to address the concerns raised by the prospective bidders.

All bidders must submit a document processing fee of Rs 3 lakh (noninclusive of GST) along with their bids and an Earnest Money Deposit of Rs 5 lakh/MW of bid capacity in the form of a bank guarantee.

AEML shall enter into a Power Purchase Agreement (PPA) with the bidders selected based on this RfS for purchase of wind-solar hybrid power for a period of 25 years from the commercial operation date based on the terms, conditions and provisions of the RfS. The tariff payable to Selected Bidder shall be fixed for 25 years as discovered through the e-bidding and e-reverse auction conducted.

The projects will be developed on a Build Own Operate (BOO) basis, and are required to be designed for inter-connection with transmission network of STU/CTU at a voltage level of 220 kV or above.

To be eligible, the net worth of the bidder should be equal to or greater than Rs 1.50 crore per MW of the quoted capacity, as on the last date of previous Financial Year, 2018-19. Bidders selected by AEML based on this RfS shall submit Performance Guarantee for a value Rs 20 lakh/MW/project within 30 days of issuance of LoA or before the signing of PPA, whichever is earlier.

In May, the Maharashtra Electricity Regulatory Commission (MERC) approved AEML’s petition to initiate the bidding process for the procurement of 700 MW of solar power. The commission has ordered to initiate bidding without the domestic content requirement condition.
