BHEL Invites Bids for 10 Lakhs Mono PERC Solar Cells

Bharat Heavy Electricals Limited (BHEL) has invited bids for 10 lakhs mono PERC solar cells supply. The tender also includes packing & transportation as per incoterms and satisfactory completion of supply of these cells. According to the tender, the output wattage of each PV cell should be 5.38Wp & has five busbars. Each cell should be in 158.75 mm dimensions.

The last date of these 10 lakhs mono PERC solar cells to submit the bid is October 27, 2022. Bids will be opened on the same day.

The cells shouldn’t have any visible flaws like edge chips, cracks, or significant scratches. On either surface, there should be no printing flaws or busbar misalignment. There shouldn’t be any color differences and the silicon nitride coating on the cells should be uniform.

Within 45 days after the manufacturing approval date, the cells must be delivered as a single lot. The vendor will be required to pay liquidated damages in the amount of 0.5% of the unfulfilled portion per week, up to a maximum of 10% of the total contract price, if they fail to deliver the entire quantity within the specified time frame. 

Vendors from micro and small businesses (MSE) who submitted quotes within the lowest price range (L1) + 15% will be permitted to fill 25% of the order contingent upon the L1 price being accepted. All MSE vendors who submit quotes that are within L1 + 15% of the L1 price will be permitted to match it if the L1 bidder is not an MSE.

The OEM should be able to produce at least 15 lakh mono PERC solar cells annually. In the previous three years, the OEM was supposed to have given a reputable solar module manufacturer 500,000 mono PERC solar cells.

The minimum average annual financial turnover of the bidder during the last three years should be 2.4 crores in any two years during the last three financial years from consulting. The net worth of the bidder during the last financial year should be positive.
