HPPCL Tender for Consultancy for Solar Projects Across Himachal Pradesh

The Himachal Pradesh Power Corporation Ltd. (HPPCL) now invites bids for the hiring of a consultant/consultancy firm to provide the consultancy services for preparation of Site/Pre Feasibility Report (PFR) and Detailed Project Report (DPR) for grid-connected Ground Mounted Solar Power Projects in Himachal Pradesh. The tender held that these solar power projects will come up at various locations of the state.

HPPCL said that the bid security is Rs 25,000. The last date for bid submission in January 31, 2023 and the bid will be opened on February 01, 2023.

Minimum Qualification Requirement

The tender document of HPPCL, the consultant’s net worth should be positive as on 31st March, 2022. Supporting documents viz. Audited Balance Sheet and Profit and Loss Account along with notes, other financial statements etc. establishing positive Net Worth needs to be furnished along with the bid.

As per HPPCL, the Average Annual Financial Turnover of a bidder for the last three financial years, ending 31st March, 2022, should be at least Rs 25 lakhs. The CA certification should be submitted as supporting document to establish minimum Average Annual Financial Turnover.

A bidder must have been appointed for preparation of DPR of Solar Power Projects having total cumulative capacity of at least 10 MW in last 5 years upto last date of month prior to bid submission date. The roof top solar power projects are not included in this. A declaration from Head of Department needs to be submitted.

The HPPCL tender also requires that a bidder must be appointed for preparation of DPR of at least one ground mounted solar power project with minimum capacity of 1 MW, in last 5 years upto last date of month prior to bid submission date. The Successful Completion Certificate from client needs to be submitted.

Himachal on Solar Spree 

The Himachal Pradesh government has set a target to install 500 MW of solar power plants in the Himalayan state in the 2023-24 financial year. HPPCL has been obligated to install 200 MW out the targeted capacity. HIMURJA requires to set up 150 MW and the rest is yet to be decided.

Recently Satluj Jal Vidyut Nigam (SJVN) Green Energy issued a tender for the supply of a 15 MW floating solar PV power plant at Nangal Pond in Bilaspur district of Himachal Pradesh.
