KSEB Floats 340 MW of Solar, Wind, Hydropower Tender

Kerala State Electricity Board (KSEB) has floated a tender for 340 MW cumulative capacity. This tender capacity includes solar (140MW), wind (100MW), and hydropower (100 MW) on a short-term basis to meet its Renewable Purchase Obligations (RPO) which will help achieve the renewable target from November 1, 2022 to May 31, 2023. 

According to the tender document, the minimum bid quantity for all bidders is 10 MW. The last date for submitting the online bid only for solar projects is September 12, 2022, while for wind and hydro, it is September 13, 2022. All bids will open on September 13.

Each interested bidder will have to pay Rs. 15,000/- tender as a bidding document fee, which is non-refundable. The awarded bidder will have to pay Rs. 30,0000/MW per month as an Earnest Money Deposit/bank guarantee. The awarded bidder also will have to submit Rs. 2 lakhs per MW per month as a bank guarantee of the contract period within seven days from the selection date.

The delivery site for the intra-state transmission of power will be the pooling substation, while the delivery point for inter-state transmission will be the KSEB interconnection with the Central Transmission Utility in the southern region, that is, Kerala periphery. If KSEB pays on time, sellers are required to grant a 2% discount on energy bills. After 30 days have passed after the payment’s due date, a 15% annual surcharge will be added to any unpaid amounts. For each day of the delay, a daily calculation of this surcharge would be made.

Both parties would make sure that the actual scheduling does not depart from the agreed open access monthly by more than 15% of the contracted power. The procurer shall pay compensation at 20% of tariff per kWh for the amount of shortfall exceeding the allowable deviation of 15% while continuing to pay open access fees if divergence from the procurer exceeds 15% of contracted energy for which open access has been granted each month.

If the seller’s deviation from the agreed-upon amount of energy exceeds 15% of the contracted amount, for which open access has been allocated monthly, the seller is required to make up the difference by paying the procurer at a rate of 20% of the tariff per kWh for the amount of energy that was not supplied.
