MNRE Extends Last Date for Draft Policy For 4-GW Offshore Wind Power in Tamil Nadu

The Central Government has extended the last date for suggestions from the public for the development of offshore wind energy in Tamil Nadu to December 9, 2022 now. The information has been provided by the Ministry of New and Renewable Energy.

The MNRE Ministry had released draft tender document for offshore wind on 14th November 2022. The purpose of the draft tender document was to ensure proper stakeholder consultation by the way of receiving comments and suggestions by 28th November 2022. The government has now decided to extend the last date of receiving suggestions further to December 9. This is India’s first ever such draft policy.

The notification issued by the MNRE Ministry held that based on the public suggestion and comments, a tender process will be formulated for the selection of developers for leasing of seabed areas for the development of offshore wind power. The area is expected to be equivalent to 4000-MW of offshore projects off Tamil Nadu coasts.

The draft tender document has many contractual agreements for seabed leasing for carrying out studies, surveys that will lead to subsequent development of offshore wind projects. The development will take place under Open Access/Captive/Third Party Sale.

The Request For Selection (RfS):

The November 14 notification said that the scope of Request For Selection has selection of offshore wind power developers for leasing of seabed areas that would be equivalent to 4000 MW of offshore wind projects in Tamil Nadu through international competitive bidding process.

The work will include Grid Connectivity and Long-Term Open Access/Access to grid under general network access (GNA) framework) to grid.

Also, the green energy produced from the offshore wind projects will be consumed in captive mode or will be offered for sale to third party under open access framework or offered for sale through merchant sale/power exchange.

The notification also holds that the seabed areas that will be offered for lease will be for 4,000 MW capacity. But the actual capacity in megawatt that will be installed in the allocated block by the developer in the allocated block will be be determined at the Survey Lease Deed Agreement Stage once the detailed surveys are carried out and while preparing the detailed project report (DPR).
