MSEDCL Issues RFS for Procurement of 350 MW Solar Power

Maharashtra State Electricity Distribution Co. Ltd. (MSEDCL), a wholly-owned subsidiary of the Maharashtra State Electricity Board has issued a Request for Selection (RfS) towards the procurement of 350 MW (AC) solar power from projects that are to be set up in Maharashtra. The competitive bidding process will be followed towards this and will also entail e-reverse auction.

27.02.2023, evening 4 pm is the last date for the submission of bids. The technical bids will also open on 27.02.2023 at 6 pm.

The Solar Power Generator will look into the design, finance, engineering, procurement, construction, operation and maintenance of the Project(s) under and in accordance with the provisions of the PPA to be entered into between the Solar Power Generator and MSEDCL.

The ceiling tariff has been fixed at Rs. 3.20 per unit. The Cost of the RfS Document, is Rs. 15000 + 18% GST to be paid online ((non-refundable). The non-refundable tender processing fee is Rs. 10,000 per MW + 18% GST to be paid online.

The EMD given is Rs. 1 Lakh / MW, which is to be submitted as Bank Guarantee or paid online along in addition to response to RfS.

MSEDCL will enter into Power Purchase Agreement (PPA) and the bidders would be  selected basis RfS for purchase of solar power for 25 years from the commercial operation date of solar power projects. The tariff is  payable to the selected bidder and shall be fixed for 25 years.

As per the criteria below, the bidder may submit bids for developing project(s) under solar PV technology (Solar PV ground mount Project)—

  1. Minimum individual project capacity to be developed shall be 1 MW;
    ii. Maximum individual project capacity to be developed shall be 10 MW (2X5 MW);
    iii. The cumulative capacity to be installed is 350 MW

There is a provision for bidders to bid for one or more project(s) based on the eligibility criteria.

Recently, MSEDCL had issued a Request for Selection (RfS) for the procurement of cumulative 500 MW (ac) solar power from decentralised solar projects under Component-C of PM KUSUM scheme that will be developed in Maharashtra.
