MSEDCL Seeks Bids for 642 MW Wind Power Projects

The Maharashtra State Electricity Distribution Co. Ltd. (MSEDCL) has released a couple of new tenders, inviting bids from interested developers for two wind power projects (300 MW and 342 MW total capacities) in the state.

Key details of each tender are given below:

A. For procurement of 300 MW wind power on long term basis for a period of 25 years from Commercial Operation Date through competitive bidding process (followed by reverse e- auction) from grid connected inter-state and intra- state wind projects:

• Deadline for online submission of response to RfS and physical submission of necessary documents at MSEDCL office, Mumbai: 20.12.2021; 16:00 Hrs
• Financial Bid Opening Date: Will be informed to eligible bidders.

Inter State Projects: Wind Power Projects having an individual size of 50 MW and above at one site with minimum bid capacity of 50 MW.
• Eligibility Criteria:

1. The Net-Worth of the Bidder for the financial year ended on 31.03.2021 or as on date at least 7 days prior to due date of bid submission, shall not be less than INR 1.2 Crores per MW (of the capacity quoted in bid).
2. A minimum annual turnover of Rs. 25 lakhs/MW (Rupees Twenty Five Lakhs per MW) of the quoted capacity during the financial year 2020-21.
3. Internal resource generation capability, in the form of Profit Before Depreciation Interest and Taxes (PBDIT) for a minimum amount of Rs. 10 Lakhs/MW of the quoted capacity, as on the last date of previous financial year, 2020-21.
   iii. In-principle sanction letter from the lending institutions/banks of the Bidder, committing a Line of Credit for a minimum amount of Rs. 12.5 Lakhs/MW of the quoted capacity, towards meeting the working capital requirement of the project quoted under this RfS.

B. For procurement of 342 MW wind power on long term basis through competitive bidding process (followed by reverse e-auction) from intra-state wind power projects:

• Online pre-bid conference: 02.12.2021; 11.00 hrs
• Deadline for online Submission of response to RfS and physical submission of necessary documents at MSEDCL office, Mumbai: 16.12.2021; 16:00 Hrs
• Financial Bid Opening Date: Will be informed to eligible bidders.
• Reverse e-auction Date: Will be informed to eligible bidders.
• Ceiling Tariff: INR 2.65 per unit
• Cost of RfS Document (non- refundable): Rs 25000 (plus applicable GST) to be paid online
• Processing Fee (non- refundable): Rs. 10000/- (plus applicable GST as on last date of bid submission) to be paid online
• Earnest Money Deposit: Rs. 1 lakh /MW/Project to be submitted in the form of Bank Guarantee along with the Response to RfS.
• Minimum Capacity of Project: Wind power projects having an individual size of 0.50 MW and above at one site with a minimum bid capacity of 0.50 MW.
• The successful bidder shall have an already commissioned intra – state Wind Power Project who‟s EPA has already expired or due to expire on or before 31.12.2022
