SECI Invites Request for Selection for 1.2 GW Hybrid Power Projects

Solar Energy Corporation of India Limited (SECI) has invited a request for selection for setting up 1200 MW ISTS-connected wind-solar hybrid power projects along with an assured peak power supply in India under a tariff-based competitive bidding process. 

The last date for submitting the online bid is January 12, 2023 (for online submission) & January 16, 2023 (for offline submission). The bid will be open on January 17, 2023.

Under this RfS, the Hybrid Power Developer (HPD) shall be required to set up ISTS connected Wind-Solar Hybrid Power Projects along with Energy Storage System (ESS), with the primary objective of supplying Wind-Solar Hybrid Power to SECI, as per the provisions of the RFS and PPA. Mandatory ESS of at least 100 MWh capacity for each 100 MW project capacity shall be deployed as part of the project.

A Bidder, including its Parent, Affiliate or Ultimate Parent or any Group Company shall submit a single bid offering a minimum quantum of Contracted Capacity of 50 MW and a maximum quantum of 1200 MW, in the prescribed formats.

Each interested bidder will pay Rs 29500/- as a tender fee amount. The bidder will pay the following written amount as a bid processing fee:

  • Rs. 5 Lakh +18% GST for each project from 50 MW up to 99 MW 
  • Rs. 15 Lakh + 18% GST for each Project from 100 MW and above

Each interested bidder will also have to pay Rs. 12,26,000/- as an earnest money deposit (EMD). The awarded bidder will also submit Rs. 18,39,000/- as a Performance bank Guarantee.

The average annual turnover of the bidder should not be less than Rs 1.108 Cr/ MW (Rs. 1,10,80,000/MW) in the preceding three financial years. The net worth of the bidder during the last Financial Year shall be equal to or greater than Rs 1.226 Crores/MW (Rs. 1,22,60,000/MW).

Earlier, SECI invited bids for the much-awaited Solar PLI (Performance Linked Incentive) tender that is expected to give a huge boost to the solar sector in terms of manufacturing prowess and backward integration domestically. The tender, under tranche II of the PLI program, has the last date of January 9, with bids due to be opened on January 12.
